GENERAL: The applicant appeals for an upgrade of discharge, change to the narrative reason, and to change the reenl istment code.
The appl icant was offered a personal appearance before the Discharge Review Board (ORB) but decl ined and requests that the review be completed based on the available service record.

The Air Force Discharge Review Board, under i ts responsi bi lity to examine the propriety and equity of an Appl icant's discharge, is authorized to change the character of service and the reason for discharge if such change is warran ted. I n reviewi ng discharges, the Board presu mes regu larity in the conduct of governmenta l affairs unless there i s substantia l credible evidence to rebut the presum ption, to include evidence submitted by the appl icant. The Board did complete a thorough review of the circumstances that led to the discharge and the discharge process to ensure the discharge met the perti nent standards of equity and propriety. The record s ind icat ed the applicant recei ved two Article I Ss, one Vacation, six Letters of Reprimand, one Letter of Admonishment. and one Record of Counsel. His miscond uct incl uded failure to go to duty on time (7x), operation of a motor vehicle with expired tags, failure of dorm room inspection, and under false pretense gained access to court systems financia l accounts to pay for internet porn.
A ppl icant contends discharge was ineq uitable because i t was too harsh. The ORB opined that through administra t i ve actions, the applicant had ample opportuni ties to change his negati ve behavior. The Board concl uded that the negative aspects of the appl icant's service outweighed the positive contributions he made i n h i s Ai r Force career. The Board found no issues of equ ity or propriety of the discharge. The characterizat ion of the d ischarge received by the applicant was found to be appropriate
A discha rge is upgraded only if the applicant and the Board can establ ish that an inequity or im propriety took place at the t ime of discharge. After a thorough review of the record , the Board found no evidence to justify an u pgrade of the discharge, narrative reason or re-enlistment code.
CONCLUSION: The Discharge Review Board concludes that the discharge was consistent with the procedura l and substanti ve requirements of the discharge regu lat ion and was within the discretion of the discharge authority and the applicant was provided full administrati ve due process.
In view of the foregoing findi ngs, the Board further concludes that there exists no legal or equ itable basis for upgrade of discharge and determines the discharge should remai n unchanged.
